What the urban intensification variation means for civil works in Queenstown and Wanaka

On 5 February 2026 the Queenstown Lakes District Council adopted the independent hearing panel recommendations on its urban intensification variation. It is the largest change to zoning in this district in a generation, and while the coverage has focused on what can now be built, the more consequential question for anyone developing land is what has to go under it.

More units on the same land is a servicing problem before it is a building problem.

What actually changed

  • Suburban Residential Zone, formerly the lower density suburban residential zone: height lifted from 6.5 or 7 metres to 8 metres, enabling flexible two storey infill.

  • Medium Density Residential A Zone, a new zone near central Queenstown and Wanaka South: height lifted from 8 metres to 11 metres, and the density requirement of one unit per 250 square metres of net site area removed.

  • High Density Residential A Zone, a new zone near the Queenstown town centre and Three Parks in Wanaka: building height of 16.5 metres, with anything above 24 metres becoming a discretionary activity.

  • Arrowtown: lower heights than originally proposed, preserving a predominantly one to two storey character.

Following notification there is a 30 working day window for Environment Court appeals. Provisions that are not appealed become operative once that period closes, so the applicable rules for any given site depend on whether that part of the variation drew an appeal.

Removing a density cap does not create servicing capacity. It transfers the constraint from the planning rules to the pipe in the street.

The three waters consequence

The removal of the one unit per 250 square metres rule in the new medium density zone is the provision with the sharpest civil implications. A site that previously yielded two units might now yield five or six. Each of those units generates wastewater and stormwater that has to reach a network sized for the old density.

In practice that pushes three questions to the front of any feasibility:

  • Does the existing connection have capacity for the increased load, or does the servicing design need a new or upsized connection?

  • Where does stormwater go, and does council require detention or attenuation to hold peak flows back?

  • Can the site achieve gravity fall to the connection point at the new density and building footprint, or is a pumped system now in play?

None of those are answerable from the planning maps. They need the network checked and the connection assessed. The process for that is covered in QLDC three waters connections.

Infill on a constrained site is harder civil work

Intensification sites are, almost by definition, sites with something already on them and neighbours close by. That brings live services to locate and protect, restricted plant access, and excavation next to existing structures and boundaries. Where services cannot be safely located by machine, hydro excavation and non-destructive digging is the tool that keeps the job out of trouble.

It also brings ground conditions that a greenfield site does not. Existing fill, old services and unrecorded structures all show up on infill sites, and in this district they show up on top of schist and gravels. The general case is covered in brownfield versus greenfield subdivision.

Demand is going to compress into the same building season

The variation does not lengthen the Southern Lakes construction year. It increases the volume of work that wants to happen inside it. Civil capacity in the region was already finite before February 2026, and developers who leave contractor engagement until consent is granted will be competing for the same crews in the same pre-winter window. What to do with this

If you hold land in one of the affected zones, the useful next step is not a yield study on its own. It is a yield study alongside a servicing check, because the second one determines whether the first one is buildable. Bring the civil contractor into that conversation early enough that the answer can still change the scheme.

Questions we get asked

When do the new rules take effect?

Provisions that are not appealed to the Environment Court become operative after the 30 working day appeal period following public notification. Whether a specific provision is operative depends on whether it was appealed, so confirm the current status with council for your site.

Does more height automatically mean more units?

In the new medium density zone the density control of one unit per 250 square metres has been removed, so yield is driven by site specific design rather than a fixed ratio. Height is only one input.

Will my existing connection handle additional units?

That has to be checked against the network rather than assumed. Increased load can require an upsized or additional connection, and each property requires its own connection application to council.

Does this affect Wanaka as well as Queenstown?

Yes. The new medium density zone applies near Wanaka South and the new high density zone near Three Parks, alongside the Queenstown town centre areas.

Did Arrowtown get the same treatment?

No. Arrowtown received lower heights than originally proposed, retaining a predominantly one to two storey character.
