
Brownfield vs Greenfield Subdivisions — Why It Changes the Whole Job
Two sites can have the same lot count, the same engineering drawings and the same end product, and run as completely different jobs. One is a paddock. The other is an old industrial yard, a worn-out orchard, or a block of tired houses due for demolition. Greenfield versus brownfield is not a planning label you can file and forget. It decides how the earthworks behave, where the surprises hide, what the disposal costs, how the services tie in, and how much of the programme you can actually rely on.

Greenfield growth around Drury, Paerata and Pokeno is one rhythm. Brownfield infill and redevelopment through Papakura, Manukau and Wiri is another entirely. The mistake we see most often is a developer pricing a brownfield block as if it were greenfield, then losing a construction season to investigations, disposal and connection works that were never in the original number.
This article walks through where the two diverge on the ground: earthworks and fill, contamination risk, the services connection, the consent and validation overhead, and how a contractor prices the uncertainty. None of it is a substitute for your engineer or planner. It is the contractor's view of why the same drawing costs two different figures depending on what is already in the ground.
Start with the ground, because everything else follows it
On a greenfield site the ground is broadly what the geotech report says it is. You strip topsoil, you cut and fill to design level, and the material you move is usually natural soil you can characterise with reasonable confidence. There are still problems, soft spots, high water tables, peat in the wrong places, but they tend to be the problems the investigation predicted. The earthworks are large, but they are knowable. You can build a fill programme and trust the volumes.
Brownfield ground is history you inherit. Someone built on it, used it, demolished on it, and filled it, often with no record of what went where. The surface is rarely the story. Under it you find old foundations, buried services that were never decommissioned, redundant tanks, demolition rubble, and made ground of unknown origin. The cut-and-fill model that works on a paddock breaks down here because a chunk of what you dig cannot be reused on site and has to leave as waste, while clean fill has to be imported to replace it. That single swap, export plus import instead of balanced cut-to-fill, is one of the biggest cost gaps between the two.

Made ground and the buried-surprise problem
Made ground is the defining brownfield hazard. It is fill placed by someone else, years ago, with no manifest. It can be perfectly inert. It can also hide a tank, a slab, a drum, or asbestos sheet. A grid of boreholes reduces the risk but cannot eliminate it, because boreholes miss what sits between them. So a competent crew treats unexpected material as a stop-work trigger, not something to push through, and the site management plan should always carry an unexpected discovery protocol. Greenfield sites carry almost none of this. That difference alone changes how you sequence, how you stockpile, and how much contingency a realistic price has to hold.
Contamination is a brownfield cost, and disposal drives it
Greenfield earthworks rarely involve contamination. Brownfield earthworks often do, and the cost lives in disposal, not handling. The handling is routine. What moves the budget is volume, classification and haul: how many cubic metres are affected, what class the material falls into once a lab has tested it against the relevant guideline values, and how far the trucks run to a facility that will accept that class. Clean fill goes to a clean fill site cheaply. Managed fill costs more. Contaminated soil bound for a consented landfill costs more again, and the gap between those destinations is large enough to swing a subdivision from profitable to marginal.
Old industrial and commercial ground around Wiri and Manukau can carry hydrocarbons and heavy metals. Former orchard ground around Pukekohe and Paerata can carry organochlorine residue from decades of spraying. Demolition fill can carry asbestos whether anyone declared it or not. None of that is exotic; it is normal brownfield work. The control that matters is delineation done before the earthworks contract is let, so the contractor prices known volumes and classes instead of guessing. A developer who skips that to save a few weeks is buying a variation, not a saving.
On a greenfield site you price the work. On a brownfield site you price the uncertainty. The job that controls that uncertainty is the site investigation, and it has to be finished before the diggers arrive, not chased once they are already burning day rate.
The services connection is where brownfield bites again
Stormwater, wastewater and water supply behave differently across the two. On greenfield growth fronts the public networks are often new or being extended specifically to serve the area, so connections are planned, sized for growth, and relatively clean to tie into. The civil work is large but orderly: trunk mains, new manholes, fresh connections to infrastructure that was designed for what is coming.
Brownfield connects into networks that are decades old and frequently at or near capacity. You are tying new flows into existing public sewers and stormwater lines that other people already depend on, which means live connections, flow management, and sometimes upgrades to downstream infrastructure before the network will accept the load. That is precise, high-stakes work. It is the kind of public-network drainage Draeinail does routinely, including public sewer on Penlink for Fulton Hogan, stormwater upgrades at Paerata Station and the Wiri EMU depot for TRS, and a detention tank for Ryman. Connecting into live, ageing infrastructure without disrupting the existing users is a different skill from laying new pipe in an open paddock, and it carries a different risk profile in the price.
What changes for the drainlayer

Unknown existing services that have to be located and protected before you dig, often with a hydro-vac rather than a bucket.
Possible downstream capacity upgrades on brownfield that greenfield growth networks are already sized to avoid.

Consent, validation and programme certainty
The paperwork is not the same job either. A greenfield earthworks consent is largely about sediment and erosion control, dust and the bulk of material moving. The programme is long but predictable, and the validation is mostly about geometry and compaction: did the fill go in to spec.
Brownfield layers contamination management on top of all of that. If the site is flagged as potentially contaminated, you are into site investigation, a remediation or site management plan, validated disposal, and sign-off that follows the land title. Each of those is a hold point, and hold points are where programmes slip. The way to stop them slipping is to front-load them, which we set out below. The honest summary is that a greenfield programme is something you can largely commit to, while a brownfield programme is something you commit to in stages as each area is validated and released.
Sequencing a brownfield job so it does not stall
Commission the site investigation before the earthworks contract is awarded, so the contractor prices known volumes and classes rather than guesses.
Get a management plan the civil contractor can build to, with disposal classes, validation criteria and an unexpected discovery protocol spelled out.
Confirm disposal facilities and capacity before mobilising, so trucks are not idling while someone phones around for a site that will take the material.
Mobilise with dust, water and stockpile-segregation controls in place from day one, not bolted on after the first suspect load.
Validate area by area, so clean zones are released for construction while affected zones are still being worked.
Keep disposal records complete, because the consent sign-off and the land title both depend on showing where every contaminated load went.
How a contractor prices the difference, and the plant behind it
A greenfield price is built on volumes and rates you can stand behind, because the ground is mostly known. A brownfield price has to carry the cost of finding out, the cost of exporting and replacing unsuitable material, the cost of disposal at the right class, and a realistic contingency for what the boreholes missed. A contractor who prices a brownfield block flat, with no allowance for that uncertainty, is either inexperienced or about to come back with a variation. Neither helps a developer plan.
Handling brownfield well takes the right gear on hand, not just the right intentions. Draeinail runs around 25 staff including registered drainlayers, a fleet of 11 excavators from 5 to 35 tonne, JCB telehandlers, an articulated transporter to 25 tonne, a hydro-vac, and bypass and dewatering pumps, plus trench and manhole shields and our own traffic management. On a brownfield site the hydro-vac exposes unknown services without ripping through them; the dewatering and bypass pumps control contaminated or high groundwater rather than chase it; the shields keep crews safe in deep excavations where spoil cannot be battered back; and running our own traffic management means we control haul routes and live connections in occupied streets instead of waiting on a third party. Our crews are Site Safe trained and competency-assessed to the Construction Safety Council Tier 1 framework, with confined space, first aid and traffic control endorsements behind documented safe operating procedures. Is brownfield always more expensive than greenfield to develop?
Per lot it usually is, because brownfield carries investigation, disposal of unsuitable material, clean fill import and live-connection works that greenfield mostly avoids. The offset is location: brownfield sites are often closer to existing infrastructure, services and demand, where greenfield growth fronts can need new trunk infrastructure and sit further out. The civil cost is higher on brownfield, but the right number depends on the specific site once it has been investigated, not on the label.
Why can you not just balance cut and fill on a brownfield site like a greenfield one?
Because some of what you dig on brownfield cannot be reused. Made ground, contaminated soil and demolition material have to leave the site as waste rather than be placed as fill, and clean fill has to be imported to replace the lost volume. That export-plus-import swap, instead of a balanced cut-to-fill, is one of the biggest cost gaps between the two. On greenfield the material you move is generally natural soil you can reuse on site, so the volumes balance far more cleanly.
What is made ground and why does it matter so much?

How early do we need the contamination investigation done on a brownfield job?
Before the earthworks contract is awarded. Without classification a contractor cannot price disposal, cannot book the right facilities, and turns every load into a guess. The right sequence is investigation first, then a management plan, then mobilise. If the programme genuinely cannot wait, we will work with your consultant to validate and release areas progressively, but the investigation still has to lead the diggers, not chase them.

Do you handle the live drainage connections on infill sites, not just new pipe?
Yes. Connecting new flows into existing, often ageing public networks is core drainage work for us, and it is a different discipline from laying new pipe in open ground. It involves live connections, flow management, locating and protecting existing services, and sometimes downstream upgrades before the network will take the load. We do this kind of public-network drainage routinely, with registered drainlayers running the connections and our own traffic management keeping occupied streets moving while we work.
Pricing the right site the right way
Greenfield and brownfield are not better or worse, they are different jobs that happen to share a drawing. The trouble starts when one is priced as the other. A developer who understands that brownfield buys uncertainty, and who front-loads the investigation, lines up disposal and engages a contractor with the plant and the records to control it, gets a programme that holds.
