How Long Does Subdivision Civil Work Take?

Ask three developers how long the civil works will take on a greenfield subdivision and you will get three different answers, all of them confident and most of them wrong. The honest answer is that it depends on the ground, the consent pathway, the wet-weather season you happen to be building through, and how many other parties have to sign off before you can backfill a trench. Civil is the part of a subdivision that sits underground and out of sight, so it gets compressed in the programme first and blamed for delays last.

We build subdivision infrastructure across South Auckland and Franklin, from single-stage residential lots through to larger staged developments, and we run our own drainage, earthworks and reinstatement crews rather than chasing subcontractors around a site. That gives us a clear view of where the weeks actually go. This piece walks through the real sequence, the things that stretch a programme, and the planning decisions that quietly determine whether you hit your titles date or miss it by a season.

None of what follows is a fixed timetable, because there is no such thing for civil. What we can give you is the structure: the order the work has to happen in, what each stage waits on, and where the risk lives. Get those right at the planning stage and the duration looks after itself.

What the civil works actually cover

When people say civil work on a subdivision they usually mean everything between the cleared site and the point where the roads, services and lots are ready for council sign-off and titles. It is a broad scope, and the breadth is part of why durations vary so much. A flat infill site with services in the road already is a different animal from a sloping greenfield block that needs a new road, a pump station and a stormwater treatment device.

On most subdivisions the civil package pulls together bulk and detailed earthworks, the three-waters reticulation, the road and its pavement layers, and the reinstatement that puts the surface back to a state the council and the future residents will accept. Each of those has its own crews, its own inspections and its own weather sensitivity. They overlap where they can and queue where they cannot.

The four work streams

  • Earthworks: stripping topsoil, cut and fill to design levels, building the road formation and the lot platforms, and managing sediment so you stay inside your erosion and sediment control consent.

  • Drainage and three waters: stormwater, wastewater and water supply mains, manholes, connections and any treatment or detention assets. This is the work that most often sets the critical path because so much of it has to go in before anything can be backfilled over it.

  • Roading and pavement: kerb and channel, subgrade preparation, basecourse, and the surface itself, plus footpaths, vehicle crossings and the lighting and ducting that run alongside.

  • Reinstatement and finishing: topsoiling, the final trim, berms, and tidying the site to the standard the engineer signs off against.

We hold registered drainlayers on the crews, run 11 excavators from 5 to 35 tonne, and carry our own traffic management, so we can keep most of these streams moving in parallel rather than waiting on a third party to mobilise. That matters more for the total duration than any single trench rate.

The stages, in the order they have to happen

Civil is sequential in a way that frustrates developers who are used to fit-out, where trades can swarm a building. Underground, you generally cannot start the next thing until the last thing is in, inspected and signed off. Here is the spine of it.

  1. Establishment and erosion control. Fencing, site access, the sediment controls, and the dewatering setup if the water table is high. Councils take erosion and sediment control seriously, and getting it wrong stops the job, so this goes in first and stays in.

  2. Bulk earthworks. Cut and fill to bring the site to design levels. This is the stage most exposed to weather, because saturated ground cannot be compacted to spec and a wet winter can idle the machines for weeks at a time.

  3. Deep services. Wastewater and stormwater mains, which usually sit lowest and go in first. Trenching, bedding, laying, jointing and the inspections before backfill. Manholes and any pump station or detention tank land in here.

  4. Shallow services and water supply. Water mains, then the ducting for power, fibre and street lighting, coordinated with the network providers whose timelines you do not control.

  5. Roading. Subgrade, basecourse, kerb and channel, then the surface once the underground is proven and the formation has been signed off.

  6. Reinstatement and as-builts. Final trim, topsoil, the survey of what was actually built, and the documentation pack the council needs before it will issue completion.

Notice how much of the early programme is drainage. On a typical residential subdivision the three-waters work is the long pole, and any hold-up there pushes everything behind it. That is why we put senior drainage crews on early and keep the manhole and trench shields on site, so an inspector finding something does not mean standing down a whole team.

What actually stretches the programme

Durations rarely blow out because the digging was slow. They blow out at the joins: the gaps between consent, inspection, network providers and weather. If you want a realistic programme, these are the variables to interrogate.

Ground conditions

The geotech report tells you a lot, but the ground tells you the rest. Rock you did not price, a high water table, soft spots that need undercut and replacement, contaminated fill from a previous use, all of it shows up once the machines are in and all of it costs time. Sites with a high water table need dewatering to work in the trench safely, which is why we carry bypass and dewatering pumps and a hydro-vac for working around live or unknown services. Knowing what is under there before you commit to a date is the single highest-value thing you can do.

Weather and season

Auckland clay does not compact wet. An earthworks-heavy stage scheduled through winter carries real risk, and a run of storms can stop bulk earthworks entirely until the ground dries enough to recompact. We plan the moisture-sensitive work for the drier months where the programme allows it, and we sequence so that wet-weather days can be spent on trenching or services that are less exposed. You cannot beat the weather, but you can stop it from owning your whole programme.

Consents, inspections and network providers

Engineering approval, the council inspection regime, and the connection timelines from the water and power authorities all sit outside the contractor and all gate the work. A wastewater connection cannot be backfilled until it has been inspected; a road cannot go down until the underground is proven. Build the realistic inspection and connection lead times into the programme from the start rather than discovering them halfway through.

The earthworks and pipe-laying rarely set the duration. The inspections, the network connections and the weather windows do. Plan the job around those gates and the civil programme stops surprising you.

How we keep a subdivision moving

The plant and the people decide whether the streams run in parallel or queue behind each other. We run roughly 25 staff including registered drainlayers, 11 excavators from 5 to 35 tonne, three JCB telehandlers, an articulated transporter rated to 25 tonne for shifting the big machines between stages, and our own traffic management. Owning the fleet means we are not waiting on a hire yard when the ground finally dries out and the window opens.

It also means a setback in one stream does not stall the others. If an inspection holds up a section of stormwater, the crew can shift to water-supply trenching or roading prep on another part of the site rather than standing idle. That flexibility, more than raw dig speed, is what protects a titles date.

The same discipline we run on larger civils

Subdivision work draws on the same crews and systems we run on bigger infrastructure jobs. We have laid public sewer on Penlink for Fulton Hogan, delivered enabling works at Tauriko for Downer, built stormwater upgrades at Paerata Station and the Wiri EMU depot for TRS, and put in a detention tank for Ryman. We have also done subdivision civils at Hobsonville for TDM. The methodology, the safety system and the inspection discipline that those jobs demand are exactly what keeps a residential subdivision predictable. Crews are Site Safe trained and competency-assessed to the Construction Safety Council Tier 1 framework, with confined space, traffic control and the relevant endorsements documented under our own health and safety system.

Planning your programme realistically

If you want a duration you can actually build a feasibility on, do the work up front. Get the geotech right, lock the engineering design before you mobilise, understand the connection lead times from the network providers, and be honest about the season you are about to build through. A programme built on those four things will hold. One built on optimism will not.

The best time to talk to your civil contractor is before the design is finalised, not after. Does a subdivision need to be fully consented before civil works can start?

You need the relevant resource and engineering approvals in place, and your erosion and sediment control measures signed off, before the earthworks begin. Some early establishment works can sometimes proceed while detailed design is finalised, but the deep services and roading wait on engineering approval. We will tell you honestly what can start and what has to wait, rather than mobilising into a hold.

What part of the civil works usually takes the longest?

On most residential subdivisions the three-waters drainage sets the critical path, because the deep services go in first and almost everything else waits on them being inspected and backfilled. Bulk earthworks runs a close second when the site is sloping or the season is wet. Roading and reinstatement, by contrast, move quickly once the underground is proven.

How much does weather actually affect the timeline?

A lot, and mostly through the earthworks. Auckland clay will not compact to specification when it is saturated, so a wet winter can idle bulk earthworks for extended stretches until the ground dries. We plan moisture-sensitive work for drier windows where we can and keep crews productive on less weather-exposed tasks during the wet, but no contractor can simply build through a storm.

Can you run multiple stages at once to compress the programme?

Where the site and the inspection sequence allow it, yes. With our own fleet and around 25 staff including registered drainlayers, we can keep earthworks, drainage and roading prep moving in parallel across different parts of a site rather than queuing them one behind the other. The limit is usually the inspection and connection gates, not the plant or the labour.

When should we bring a civil contractor into the project?

Before the engineering design is locked, ideally. Early input lets us flag ground risks, sequencing constraints and the connection lead times while there is still room to design around them, which is far cheaper than discovering them on site. By the time the design is finalised, most of the duration is already set.
