What Does Subdivision Civil Work Cost — and Why There Is No Single Number
Ask three civil contractors what subdivision earthworks and infrastructure will cost you, and you'll get three answers that don't reconcile. That isn't evasion. It's the honest reflection of work where two sites that look identical on a flat plan can differ by a wide margin once you account for what's under the surface, how far the services have to run, and what the council and the geotech report demand before a single lot can be titled.

We've also watched cheaper numbers blow out mid-build because someone quoted a per-lot rate off a spreadsheet instead of reading the ground. So when a developer asks for a single figure, the useful answer is to explain what moves it. Get that right and the budget holds. Get it wrong and the variations start in month two.
This is a working contractor's view of what sits inside a subdivision civil cost, why the same scope can swing widely per lot, and how to get a number you can build a feasibility on rather than a guess that falls over at the first dig.
Why a per-lot rate is the wrong unit
Developers love a per-lot rate because it slots neatly into a feasibility model. The trouble is that civil cost doesn't scale cleanly with lot count. A ten-lot block on flat, fast-draining ground near an existing main can come in well under a six-lot site on a slope with a deep sewer connection and contaminated fill. Same region, fewer lots, far bigger bill. The rate hides what actually drives the budget, which is the volume and difficulty of the work, not the number of titles at the end.
What a per-lot figure does usefully is sanity-check a feasibility at the very earliest stage, before you've spent on survey or geotech. It tells you whether a deal is roughly in the right postcode. It should never survive into a build budget. Once you've got a scheme plan and a few investigation results, the honest unit is the actual scope: cubic metres of cut and fill, lineal metres of each pipe run at depth, the number and depth of manholes, the length and build-up of the road, and the connection points you're tying into.

What you're really paying for
Strip a subdivision civil job back and you're paying for a handful of distinct workstreams, each priced on its own merits:
Earthworks: stripping topsoil, cut to fill, building and compacting platforms, and carting away or importing material when the site doesn't balance.
Stormwater: pipes, manholes, sumps, and increasingly an attenuation or detention system the consent requires before discharge.
Wastewater: gravity sewer at depth, manholes, and sometimes a pump station where the fall won't carry it.
Water supply: mains, connections, hydrants, and the fittings to the network owner's spec.
Roading and access: subgrade, basecourse, kerb, footpath, and the surface, plus berms and crossings.
Utilities and ducting: power, comms, and gas trenching, usually coordinated with the network providers.
Each of those has its own materials, its own labour, and its own risk. Lump them into one rate and you lose the ability to see where a site is expensive and why.
The ground is the budget
The single biggest swing on any civil job is what you find when you dig. A geotechnical report turns guesswork into priced risk, and the difference between good ground and bad ground is the difference between a profitable subdivision and a stalled one.
Soil, fill and what has to leave site
If a site won't balance, material has to move. Importing clean fill carries a buy and cart-in cost. Exporting surplus has to be loaded, trucked, and disposed of, and disposal rates depend on what the material is classified as. Clean fill is one thing; anything contaminated is another conversation entirely, with testing, a disposal facility that will accept it, and tracking to prove where it went. On a brownfield site, that classification can quietly become the largest line in the job. We run our own excavator fleet, an articulated transporter to twenty-five tonnes, and a hydro-vac for careful excavation around services, so a ground surprise doesn't stand the crew down waiting on subcontracted gear.
Water, dewatering and the things you can't see
A high water table changes everything about how a trench gets dug and held open. Deep sewer in wet ground may need dewatering pumps running, a bypass to keep an existing line live while you work on it, and shoring to keep the trench safe and open. We carry bypass and dewatering pumps and a full set of trench and manhole shields for exactly this, because the alternative is a crew standing in an unsafe hole or waiting days for hired equipment. None of this shows up on a flat scheme plan. All of it shows up in the price, and a contractor who has seen it before will tell you about it at quote stage rather than as a variation.
The cheapest civil quote is usually the one that hasn't read the geotech report yet. The number that holds is the one built off cut-and-fill volumes, pipe depths, and a hard look at what has to leave the site.
Depth, distance and the network connection
Two costs catch developers out more than any other, and both come down to geometry rather than lot count.
The first is depth. A gravity sewer has to fall the whole way to its connection. The further the fall has to travel, the deeper the downstream end sits, and deep trenches cost more at every step: more excavation, more shoring, larger manholes, slower progress, and tighter safety controls. A connection that sits three metres down is a different job from one at a metre and a half, even if the pipe length is identical.
The second is distance to the network. If the existing main is at the boundary, your connection is short. If it's two hundred metres up the road, you're trenching, reinstating, and managing traffic that whole way, often through a live carriageway. That's where our own traffic management capability matters, because we're not waiting on a third party to set up and pack down around our programme. The costs that aren't civil work, but you still pay for them
A subdivision budget is more than pipes and dirt. Several real costs sit around the construction, and leaving them out of a feasibility is how a project ends up under-funded halfway through.
Council and consenting: engineering plan approval, inspections, and the network owner's connection and development contributions.
Professional services: surveying, geotechnical investigation, civil and structural design, and the as-builts you need to title the lots.
Bonds and maintenance: the council typically holds a maintenance bond and a defects period on the public assets you've built.
Traffic management and reinstatement: especially where you're working in or connecting through an existing road.
Programme and weather: South Auckland winters move clay sites around, and a job that runs long carries cost whether or not anyone's at fault.
A contractor worth engaging will tell you which of these sit inside their price and which you carry directly, so there's no daylight between the quote and the real cost to complete.
How to get a number you can rely on
A quote is only as good as the information behind it. The more a contractor knows before pricing, the tighter and more honest the figure, and the fewer surprises once the machines are on site.
What to put in front of a contractor
A scheme plan or proposed lot layout, even a draft.
The geotechnical report, or at least the investigation if the full report isn't done.
Any engineering plans or design that exists, including the stormwater and wastewater concept.
Known connection points and any correspondence with the network owner.
Your programme and the milestones you're working back from.
Give a contractor that, and you'll get a scope-based estimate that breaks the job into its real parts. Give them a postcode and a lot count, and you'll get a number with a wide margin built in to cover the unknowns, which helps nobody.

Can you give me a ballpark per-lot figure to start my feasibility?
At the very earliest stage, before survey or geotech, a rough per-lot range can tell you whether a deal is worth pursuing. We'd rather give you that with the caveats attached than have you build a budget on it. Once there's a scheme plan and an investigation, we'll replace the ballpark with a scope-based estimate that actually reflects your site.
Why is contaminated soil such a big unknown in the price?
Disposal cost depends on how the material is classified, and contaminated fill has to go to a facility that will accept it, with testing and tracking to prove where it went. On a brownfield site that single line can become the largest part of the job, and it often isn't fully known until the ground is opened up. A contractor who has dealt with it before will flag the risk at quote stage rather than spring it on you as a variation.
Do you handle the stormwater attenuation and detention the consent requires?
