Subdivision Enabling Works — the Full Civil Package from One Contractor

A subdivision lives or dies on its enabling works. Before a single house lot can settle, the ground has to carry roads, three waters, power, comms, and a stormwater regime that the council will actually sign off. Most developers learn the hard way that the slow part is not the building. It is the civil package underneath it, and the number of separate contractors it usually takes to get there.

We run that whole package from one yard. Draeinail is a civil and drainage contractor working out of Pukekohe and Franklin in South Auckland, with a permanent crew in Queenstown as well. Around 25 people, registered drainlayers on the books, and a plant fleet built for earthworks, deep drainage and infrastructure: 11 excavators from 5 to 35 tonne, three JCB telehandlers, an articulated transporter rated to 25 tonne, a hydro-vac, bypass and dewatering pumps, trench and manhole shields, and our own traffic management. So when we say full civil package, we mean we are not stitching together five subcontractors and hoping the interfaces line up.

This piece walks through what enabling works actually covers on a subdivision, why running it under one contractor changes the programme, and how we sequence the work so consents, inspections and the next trade all land when they should. If you develop land in Franklin, Papakura, Drury, Karaka or out toward Pokeno, this is the work that sits between your resource consent and your titles.

What enabling works actually covers

Enabling works is the civil scope that turns a raw or partly developed site into something you can build on and eventually create titles over. It is broader than people expect, and the order matters as much as the work itself. Get the sequence wrong and you are digging up finished surfaces to fix something that should have gone in first.

On a typical greenfield or infill subdivision, the package usually includes:

  • Site establishment, erosion and sediment controls, and traffic management to the approved plans

  • Bulk earthworks: cut and fill, stripping topsoil, building up to design levels and proof-rolling the formation

  • Three waters: wastewater, stormwater and water supply mains, plus laterals and connections to each lot

  • Stormwater management: detention or attenuation, treatment devices, and the outfall the consent specifies

  • Roading and pavement: subgrade, basecourse, kerb and channel, footpaths and the wearing course

  • Dry utilities: ducting and trenching for power, fibre and comms, coordinated with the network owners

  • Reinstatement, landscaping subgrade, and the as-builts the council needs before it issues completion

Some of these run in parallel. Most do not. The deep services go in before the pavement, the detention system has to be proven before it gets buried, and the erosion controls stay live the entire time the ground is open. One contractor holding the whole sequence is the difference between a programme that flows and one that stalls at every handover.

Why one contractor beats five

The usual model splits a subdivision across an earthworks mob, a drainlaying crew, a roading contractor, a traffic management firm and whoever does the dewatering when the dig hits water. Each one is competent. The problem is the gaps between them. Every interface is a place where the programme can slip, where someone waits on someone else, and where the variation claims start.

The interfaces disappear

When the same contractor does the earthworks and the drainage, the formation is built to suit the pipe runs, not handed over and re-dug. When the crew laying the mains also runs the dewatering and the bypass pumping, a wet trench is a problem we solve on the spot, not a phone call to a third party who is on another job. We carry trench and manhole shields, so deep wastewater goes in without waiting on a separate shoring outfit. The hydro-vac means we can expose existing services cleanly before we cross them, instead of guessing and hitting something.

One programme, one point of accountability

You get a single contractor carrying the build programme end to end, which means one conversation about where the job is, not five. If the wastewater connection runs late, we are the ones re-sequencing the pavement so the site is not sitting idle. That accountability is worth more than it sounds when you are trying to hit a settlement date.

On a subdivision, the cost is rarely in the work itself. It is in the waiting: a crew on standby for a connection that slipped, a finished surface dug up because a service went in late. Run the civil package under one contractor and most of that waiting goes away.

Three waters: the part that has to be right

Three waters is where a subdivision gets inspected hardest, and rightly so. Wastewater, stormwater and water supply all have to meet the network owner standards, pass inspection, and be backed by as-builts before anything connects. This is registered drainlayer work, and we have them on staff rather than subbed in.

Wastewater usually means gravity reticulation laid to grade, manholes at the changes of direction and gradient, and the laterals stubbed to each lot. Get the grades wrong and you are back in the trench. Water supply is the pressure main, valves, hydrants where required, and the connections to each title. Stormwater is the one that has grown teeth: councils now want the runoff managed, not just piped away, so the detention or attenuation system and the treatment device are part of the consent, not an afterthought.

Detention and attenuation

Most subdivisions now carry a stormwater detention requirement, because the development increases the hard surface and the network downstream cannot take the extra peak flow. That means a tank, a series of cells, or a basin sized to hold runoff and release it slowly. We have built detention systems on infrastructure projects, including a detention tank for a Ryman retirement village, and we have run stormwater upgrades at Paerata Station and at the Wiri EMU depot for TRS. The work has to be proven before it gets buried, so we coordinate the inspection and the as-built at the right point in the sequence, not after the fact.

Plant, crew and the things that slow other people down

A lot of subdivision delays come down to plant and access, not skill. The job needs a 35-tonne machine for the bulk dig and a 5-tonne for the tight detail work near boundaries and services. It needs a way to move that plant between sites without waiting on a float. It needs pumps when the trench fills and shields when it goes deep. If a contractor has to hire all of that in, every one of those is a lead time and a cost.

We carry it. Eleven excavators across the 5 to 35 tonne range cover everything from bulk earthworks to detail trenching. Three JCB telehandlers handle materials and lifts around the site. Our own articulated transporter, rated to 25 tonne, moves plant between the South Auckland sites and Queenstown without us chasing a third-party float. Bypass and dewatering pumps keep wet ground workable. The hydro-vac exposes existing services without a strike. And we run our own traffic management, so road-frontage work and connections to live carriageways do not stall waiting on a separate TMP crew.

The crew is competency-assessed to the Construction Safety Council Tier 1 framework, Site Safe trained, with confined space, first aid, traffic control and driver endorsements, documented safe operating procedures and our own health and safety system. On a subdivision that touches live services, public roads and deep excavation, that is not box-ticking. It is what keeps the site open and the inspector comfortable.

Where we work, and the work behind the claim

Our base is South Auckland, and the bulk of our subdivision work sits across Pukekohe, Franklin, Papakura, Takanini, Drury, Karaka, Paerata, Pokeno, Manukau, Wiri and Hobsonville, with reach up the line to Whangaparaoa, Silverdale, Kumeu, Riverhead, plus the Queenstown crew for the South Island. That is a working radius, not a marketing map.

The subdivision and infrastructure track record is real and public. We have done subdivision works for TDM at Hobsonville, public sewer on the Penlink project for Fulton Hogan, and Tauriko enabling works for Downer. On the energy side we have run civils subcontracted to Ventia and across the Vector programme, and a data centre upgrade for Spark at Takanini. When a developer asks whether we have done their kind of job before, the honest answer is usually yes, and we can point to the contractor we did it for.

Can you handle the whole civil package, or just the drainage?

The whole package. Earthworks, three waters, stormwater detention, roading and pavement, and the ducting for dry utilities, all under one contractor with registered drainlayers on staff. The point of running it together is that the formation, the deep services and the pavement are sequenced by one crew instead of handed between several.

Do you have the plant for a large subdivision, or do you hire it in?

We own the fleet: 11 excavators from 5 to 35 tonne, three telehandlers, trucks and trailers, an articulated transporter to 25 tonne, a hydro-vac, and bypass and dewatering pumps. Owning the plant means no float lead times and no waiting on a hire company when the programme moves.

How do you deal with a wet site or high water table?

We run our own bypass and dewatering pumps and carry trench and manhole shields, so a wet trench or deep drainage run is something we manage in-house rather than calling in a separate dewatering or shoring contractor. The hydro-vac lets us expose existing services cleanly before we cross them, which avoids strikes on a congested site.

Are you set up for stormwater detention and the council sign-off?

Yes. We build detention and attenuation systems as part of the three waters scope, coordinate the inspections and produce the as-builts the council needs before connection and completion. We have delivered stormwater upgrades and detention tanks on infrastructure projects, including work at Paerata Station, the Wiri EMU depot and a Ryman detention tank.

Do you work outside South Auckland?

Our core area runs across Franklin, Papakura, Drury, Karaka, Pokeno and the wider South Auckland subdivision belt, with reach north to Silverdale, Whangaparaoa and the Kumeu and Riverhead side. We also hold a permanent crew in Queenstown, so we cover work in the South Island as well.
