Arrowtown: working in a character town
Arrowtown was deliberately treated differently in the district urban intensification variation adopted in February 2026, receiving lower heights than initially proposed in order to keep a predominantly one to two storey character. That tells you most of what you need to know about working here. Sites are constrained, streets are narrow, neighbours are close, and the tolerance for a contractor treating the town like an open site is low.
Practically, that means smaller plant, tighter traffic management, careful reinstatement, and a crew that understands the job includes leaving the street the way it was found.
Lake Hayes and sediment control
Lake Hayes has a long documented water quality problem, and nutrient and sediment inputs from the surrounding catchment are part of that story. Any earthworks in this catchment attracts more scrutiny than the same job elsewhere, and rightly so.
The regional council rules apply as they do across Otago: work within ten metres of a water body, drain or water race, or more than 2,500 square metres exposed in any twelve month period per landholding, requires regional consent, with an erosion and sediment control plan built to the GD05 standard. In this catchment the controls need to be installed properly, maintained through the job, and left in place until the ground is genuinely stabilised.
In the Lake Hayes catchment, sediment control that is installed and forgotten is the same as no sediment control at all.
Schist is closer to the surface here
The eastern basin brings schist bedrock into play more often and at shallower depth than the flats around Frankton. A trench that runs at pace through gravels can hit rock at invert and change rate entirely. That is workable with the right plant and the right approach, and it is a serious problem for a price that assumed soil throughout. Rural residential servicing
Much of the land between Arrowtown, Lake Hayes and the Shotover is rural residential, and servicing there is a different question from an urban lot. Some sites connect to the council network, others rely on on-site systems, and the boundary between the two shifts as reticulation extends. Establishing what is actually available at a given property is the first step in any servicing design, before anything is drawn.
