Connecting into a live three-waters network is where a lot of subdivisions and commercial builds stall. The civil might be 90 percent done, but until the new sewer, water and stormwater are tied into the public system and signed off by the asset owner, nothing flows and no titles issue. That last connection is the part most builders underestimate.
Draeinail has worked inside the Auckland three-waters environment for around 20 years. We're a civil and drainage contractor based in Pukekohe in the Franklin district, with about 25 people including registered drainlayers, and we run a permanent crew in Queenstown as well. We hold the four work streams together on the one site: infrastructure, drainage, subdivision and energy. When a job needs a public wastewater or water connection, we've usually already built the network it's connecting to.
This page walks through how public connections actually work in the Watercare and Veolia space, what asset owners expect before they'll accept a connection, and where we fit as the contractor doing the dig, the lay and the tie-in. What a three-waters public connection actually involves
Three waters is shorthand for the three networks a contractor touches on almost every subdivision: potable water, wastewater, and stormwater. Each has its own owner, its own standard, and its own acceptance process, and you can't treat them as one job. A public connection means joining your new private or vested infrastructure to the existing public main, then handing that connection over so the asset owner takes it on for the long term.
In Auckland the water and wastewater networks sit with Watercare, with Veolia operating and maintaining wastewater across the southern and Papakura networks under contract. Stormwater is a council asset. So a single subdivision connection can mean dealing with more than one party, each wanting its own inspections, its own as-builts, and its own sign-off before the work is accepted. Getting that wrong costs weeks.

The three networks, briefly
Potable water: the pressurised supply main and the new connection or extension serving the development. Tied in under the asset owner's rules, pressure-tested, and disinfected before it goes live.
Wastewater: gravity sewer or, where the levels don't allow gravity, a pumped rising main and pump station. CCTV inspected and proven before acceptance.
Stormwater: piped and overland flow, often with on-site attenuation such as a detention tank to hold back peak flows so the public network isn't overloaded.
The reason these get grouped is that they share trenches, share corridors and share programme. Plan them as one earthworks and pipe-laying sequence and you save days of re-mobilising. Plan them separately and you're back in the same trench three times.
Working to Watercare and Veolia acceptance standards
Asset owners don't accept a connection on trust. They accept it on evidence. Before Watercare or the council will take on a new sewer, water or stormwater asset, the contractor has to prove the line was built to standard, sits at the right level, holds pressure or passes a CCTV survey, and is recorded accurately on as-built drawings. We build with that acceptance in mind from the first trench, not as a scramble at the end.
What the asset owner is checking
For a gravity sewer, that's grade, alignment, joint integrity and a clean CCTV run with no bellies, intrusions or displaced joints. For a pressure main, it's a pressure test held for the required period and a disinfection result that comes back clear. For stormwater, it's the line, the levels, the manholes and any attenuation device built to the consented design. Across all three, the as-built has to match what's in the ground, because that's the record the network is maintained from for decades.
We've delivered public connections and asset upgrades across that exact environment. Public sewer work on the Penlink project for Fulton Hogan. Stormwater upgrades at Paerata Station and at the Wiri EMU depot for TRS. A detention tank for Ryman. TDM subdivision works at Hobsonville. Tauriko enabling works for Downer. Each one was handed over against an asset owner's acceptance criteria, which is the part that separates a connection that gets signed off from one that gets re-dug.
A public connection isn't finished when the pipe's in the ground. It's finished when the asset owner has the evidence to take it on, and the as-built matches reality. We build to that line from day one.
Pump stations, rising mains and detention: when gravity isn't enough
Plenty of Auckland sites can't drain by gravity. The fall isn't there, the receiving main is too high, or the ground simply won't cooperate. That's when wastewater goes onto a pump station and a pressurised rising main, and stormwater goes behind an attenuation device so the public network isn't hit with the full peak.
These are the elements that need a contractor who understands both the civil and the mechanical side of the connection. A pump station is a structure, a wet well, pumps, controls and a rising main, and it has to be built, proven and handed over as a working asset. A detention tank has to hold the consented volume and discharge at the consented rate, or stormwater won't be accepted. We've built that kind of attenuation, including a detention tank for Ryman, and we've laid the deep gravity and pumped lines that feed into structures like these.
Keeping flow live while you build
Connecting to a network that's already in service is a different problem from greenfield. You can't just shut a live sewer or main while you cut in. So we run bypass and dewatering pumps to keep flow moving around the work, drop in trench and manhole shields so crews can work safely at depth, and use our hydro-vac to expose existing services without putting a bucket through a live main. That kit isn't optional on a brownfield connection; it's the difference between a clean tie-in and a network incident.
The plant, the crew and the safety system behind the connection
Three-waters work is plant-heavy and depth-heavy, and that's where having our own fleet matters. We run 11 excavators from 5 to 35 tonnes, so we can size the machine to the trench instead of forcing one digger to do everything. Three JCB telehandlers handle materials and pipe. We've got trucks, trailers and an articulated transporter rated to 25 tonnes for moving our own gear, plus the hydro-vac, the bypass and dewatering pumps, and the trench and manhole shields the deep work needs. We run our own traffic management too, which matters when the connection's in a live road corridor.
Competency you can put in front of an asset owner
The crew is Site Safe trained and competency-assessed to the Construction Safety Council Tier 1 framework. Between the team we hold confined space, first aid, traffic control and driver endorsements, which covers the realities of working in a wet well, in a deep trench and in a live road. We run documented safe operating procedures and a custom health and safety system, so the paperwork a principal contractor needs is already in place rather than written after the fact. Registered drainlayers sign off the drainage that has to be signed off.
We work right across South and West Auckland and the northern growth corridors: Pukekohe, Franklin, Papakura, Takanini, Drury, Karaka, Paerata, Pokeno, Manukau, Wiri, Hobsonville, Whangaparaoa, Silverdale, Kumeu and Riverhead. The Queenstown crew covers the same scope down south. Energy civils sit alongside the three-waters work; we've subcontracted into Ventia and across Vector's programme, done a Spark data centre upgrade in Takanini, and that crossover means trenching and reinstatement standards carry straight over.
How a public connection runs, start to finish
Every job's different, but the spine of a public connection is fairly consistent. Knowing the order helps you sequence the rest of your build around it.
Review the consented design and the asset owner's requirements, confirm levels and locate existing services, often with the hydro-vac.
Set up traffic management and site safety, including shoring and confined space controls where the work is deep or in a live corridor.
Excavate and lay the new sewer, water and stormwater, bedding and backfilling to spec, with bypass pumping to keep any live network flowing.
Test and prove the work: pressure-test and disinfect water mains, CCTV the gravity sewers, confirm stormwater levels and any attenuation device.
Make the tie-in to the public main, then reinstate the surface to the road controlling authority's standard.
Produce accurate as-builts and hand over the evidence pack so the asset owner can accept the connection.
Run that sequence cleanly and acceptance is a formality. Skip a test, lose an as-built, or tie in before the line's proven, and you're back on site. We'd rather do it once.

Do you handle the connection right through to asset owner acceptance?
Yes. We build the sewer, water and stormwater, run the testing, make the tie-in and produce the as-builts so the asset owner has what it needs to accept the connection. We work to Watercare and council acceptance standards from the outset, which keeps sign-off from turning into rework. The connection is part of the same scope as the network we lay, not a separate trade you have to chase.
Can you work on a live network without shutting it down?
Most brownfield connections have to be made while the existing network keeps running, and we're set up for that. We use bypass and dewatering pumps to keep flow moving around the work, trench and manhole shields so crews are safe at depth, and our hydro-vac to expose live services without striking them. Keeping the network in service through the tie-in is normal for us, not an exception.
What if the site can't drain by gravity?
Then it goes onto a pump station and a pressurised rising main, and we build and prove that as a working asset. We've laid deep gravity and pumped lines and built attenuation including a detention tank for Ryman. If your levels don't allow a gravity connection, we'll build the pumped solution to the consented design and hand it over the same way.
